If you are interested in securing a spot for welding training by some of our best welders, make sure to sign up and register for the Welding Prep. CE0-19 course by going to the NEIEP website at www.neiep.org. We need a certain amount of union members to sign up to be considered, so please register by April 1, 2020 and spread the word to all members. If you need help logging in, you can reach neiep at 1-(800) 228-8220 or at support@neiep.org.
Upon consideration, we will receive the welding truck and begin scheduling for classes. You must log in, then navigate to the Online Training and Licensing page under Training. Select your bag size and register for the course.
We've provided the best instructors in our trade who can offer tips and tricks to passing the 3G and 4G combo welding certification, certifying you to weld in the 1F, 2F, 3F, 4F positions, and the 1G, 2G, 3G, 4G positions, on structural steel.
The Neiep welding truck provides 7 fully equipped welding stations plus an extra station for the instructor to provide 1-on-1 training with students. The stations are screened with protection, well ventilated smoke-eaters, and adjustable amp control knob. The 7018 rods are stored in a rod oven to eliminate all moisture for a more effectice strike and weld.
After you received your beveled practice plates, make sure to practice your stance and posture. The more relax you are, the less movements you make and the better of a weld you can provide. Try different techniques until you acquire ones that you are most comfortable doing.
It is good practice to use white chalk to make marks on your plate for reference on where to stop and start a weld. Always use the proper PPE and change the setting on your welding helmet when grinding.
Our instructors are here to help you. Take advantage of their tips and tricks on performing better welds and improve your techniques.
You can also use the internet to find more useful information on becoming a better welder. Ask a union brother, find a shop and practice on your off time. Exhaust all your recources and never stop learning!

Resolution: Constitution and By-Laws-Article XIII (13) Section VIII (8) Dues and Assessments
Submitted By: Building Committee Members to the membership in accordance with current Constitution and By-Laws.
RE: Membership Building Fund Assessment
Whereas the Building Committee members have been tasked with creating a plan of action in the best interest of the Local 133 in regards to ownership of a Union Hall. To best provide a reasonable, realistic and fiscally responsible proposal to the body, the committee has concluded that an assessment is necessary in order to be able to move forward with this process.
Whereas the process leading to ownership of a Union Hall including purchase of property and or facility that may possibly include construction or remodel is complex and may be a time sensitive matter. It is necessary to ensure that Local 133 is able to meet all necessary responsibilities that may be incurred during this process.
Now therefore be it resolved Article XIII (13) Section VIII (8) shall be added to current Local 133 Constitution and Bylaws to read as follows:
A building fund assessment of $50.00 per member per quarter shall be paid and placed in a existing building fund account that will be used toward ownership and maintenance of a Union Hall. All funds collected from NEIEP for classroom and storage space rental from Local 133 at fair market value shall be applied to said building fund account. An annual review of this assessment shall be completed to determine if an adjustment is necessary.

Dear Brothers and Sisters,
I am asking for your support, please review the important information provided in the letter below from Michael Scott, Executive Director of the National Coordinating Committee for Multiemployer Plans-NCCMP. By our IUEC local leaders and members reaching out to Congress, this will reinforce the much-needed relief to the pension and health funds to be considered for future stimulus. Please use the contact information and talking point links provided to contact your Congressman or Congresswoman who can influence the decision while this is in the discussion period. Your voice and emails are needed during this crisis.
On behalf of your General Officers we appreciated your continued efforts to get the job done.
Fraternally,
Larry J. McGann
General Secretary-Treasurer

April 24, 2020
Dear Multiemployer Community,
Today, the President signed H.R. 266 which provided additional authority for the Paycheck Protection Program and support for health care providers. This is commonly referred to as the COVID 3.5 stimulus package. In less than eight weeks, the COVID-19 pandemic has put more than 26.4 million Americans out of work and driven Congress and the Federal Reserve to structure more than $20 trillion in financial market liquidity and direct aid to the economy.
The hard work now begins on a broader, more comprehensive stimulus bill (either "CARES 2" or "COVID 4.0") which addresses the areas that have been left out of the previous relief packages. Congress must now include multiemployer pension relief and federal support for COBRA premiums in CARES 2/COVID 4.0. As engaged participating members of the multiemployer community, we all know how important it is to get Congress to act on these two critical priorities.
The crisis in a limited number of systemically important multiemployer pension plans has been deeply exacerbated by the COVID-19 pandemic, the related market collapse, and the government mandated shutdown of the U.S. economy. The shutdown of the economy has resulted in millions of unemployed workers and significantly reduced contributions to multiemployer pension and health plans. While the full impact of the health and economic crisis will not be known for some time, there is no doubt that the impact on participants, employers, plans and the PBGC will be severe.
We call on each of you to reach out personally to your Senators and Representatives to impress upon them the urgency of multiemployer pension legislation and COBRA premium support in the next COVID bill.
To assist you, we are attaching the contact information for particularly important Congressional leaders and their staff (the first tab is a priority ranking, the second tab is sorted by state). Below (and attached) are talking points that you may consider using in your outreach.
Please reach out to us if we can provide you with any information or support. If you have the opportunity, please let us know which offices you have contacted.
Regards,
Michael D. Scott
Executive Director

More than 20 million active and retired American workers and their families rely on multiemployer pension and health and welfare plans to provide for their retirement security and their health plan coverage.
The crisis in a limited number of systemically important multiemployer pension plans has been deeply exacerbated by the COVID-19 pandemic, the related market collapse, and the government mandated shutdown of the US. economy. The shutdown of the economy has resulted in 26.4 million workers being unemployed, and significantly reduced contributions to multiemployer pension and health plans. While the full impact of the health and economic crisis will not be known for some time, there is no doubt that the impact on participants, employers, plans and the PBGC will be severe.
Congress must act now to secure these retirement and health benefits for hard working Americans in this unprecedented time, and to stop the additional downward pressure on the economy as retirees face the loss of income and unemployed workers lose their employer provided healthcare coverage.
1. Special partition program at the PBGC to for deeply troubled plans. The special partition program would move liabilities from failing plans to the PBGC, ensuring that participants receive full benefits while providing plans with the path to long-term solvency. As part of that program, the PBGC must be provided with enough annual funding by the U.S. Government to carry out its mission.
2. Relief for all multiemployer plans. Congress should include provisions similar to the Worker, Retiree, and Employer Recovery Act of 2008, to allow plans to freeze their zone status for the current year, and the Pension Relief Act of 2010, to allow plans to smooth investment and contribution base unit ("CBU") losses in the funding standard account, and investment losses in the development of the actuarial value of assets.
1. Federal support for COBRA premiums. There is an absolute necessity and urgency during this uncontrolled pandemic to ensure that workers do not lose access to their healthcare because they are laid off or due to reduced hours. Congress must pass full premium support for those workers relying on COBRA due to layoffs or reduction in hours.
